У меня IAR работает что с <>, что "".

Мне кажется, что нарушена целостность среды.

Можно сделать так:

- в свойствах проекта включить "preprocessor output to file", и посмотреть там, что же получается после препроцессора

- переустановить IAR.

- выложить проект для проверки на стороне
