Чтобы не было защелок, надо все неиспользованные варианты засунуть в others

 

 

case (i)

when "00" => a<=1;

when others => b<=2;

end case

 

Защелок не будет. Но если Вы в others засунете null, тогда будут защелки. Короче правила два, как мне кажется, первое использовать others, второе избегать null.
